silly question but what lock screen are you using? Maybe it has to do with a more secure lock screen than the simple swipe... my assumption is that if youre using a pincode, it wont let you swipe down notifications since youve opted for a more secure form of security.
Yes ive tested it. if youre using a pin or a pattern it wont let you show the notification pannel Great security imho
i anyway dont bother with key locks.. if anyone wants to get at your phone they will.. simple as.. its a deterent sure.. but most folks that bother with phone theft know how to get around it...

on the lock screen make sure your finger touches the top notification bar when you pull down. dont let it touch the widget area else it will just expand the existing widgit...
Try it once this way it should solve your issue...

Well if you set a patter or a code youre naturally worried about the data on the phone.. so they naturally wouldnt let anyone just access your drop down now would they I think its good that they do it that way...
