There's no built in video calling but there are many third party options, such as Google Hangouts and Skype.

Try Google Duo, this one offers a way for video calling as well (only via WiFi or LTE/3G network), the video quality seems to be better than Hangouts or Skype

Most probably this is what you are looking for, however I think both receipients needs to have this app installed. Was not trying it yet so unable to confirm.
