If your phone is locked to a network the software in the phone may contain changes from the operator. It is possible that your operator (network provider) has removed this option in the phones they sell but it seems strange.
What you can try is to make a backup of the phone in PC Companion or to an SD-card and then repair the phones software using PC Companion: http://www.sonymobile.com/global-en/tools/pc-companion/.
If you still don't have the option after making a repair (check before you restore the backup) of the phones software i would recommend that you contact your operator to see if this option is available in the phones they sell.
It should be under
settings > security > screen lock
I don't have this phone, but its supposed to be similar to my Xperia Z, but looking at the Z1's user guide it seems that its not available, quite odd
Indeed, its pretty much standard to have that option on android, you can use an app, to have that option, you can have another app to shake to unlock your phone, etc.
I hope Sony fix this
"None" is available as an option on Z1 as well but some security softwares can disable it or if you use company email it might be disabled by a policy from your IT-department.
Go to Settings -> Security -> Device administrators. If you have anything enabled here that's probably the reason you don't have "None" as an option. If you turn the administrator off and restart you should see the option again but the app/service that added the administrator will not work.
