I have tried apps. Cache has not been cleared by app. Any app can use to clear cache?

I am not sure I understand what you mean, do you simply wish to clear cache for an app, or to clear cache for your whole device? If you wish to clear cache for an specific app, you may do so by going to Settings > Apps > The specific app > Storage > Clear cache. If you wish to clear all the stored cache on your device, go to Settings > Storage > Internal storage > Press on Cached data > OK.
In addition, are you looking for a third party app which helps you clear the cache? If so, you may try such an app from the Google Play Store, but I'm afraid that I do not have any specific recommendations as I have not tried any personally, and therefore can't provide support for such an app either.

I meant clear cache for whole device. Cache mostly from phone apps and filling internal memory.

That text means that you may not be able to clear cache for all apps and services, it doesn't imply that a third party app won't able to clear your cache. I have not tried such an app so I can't speak for their functionality, but you can try downloading one from the Google Play Store if you are curious as to how they work.
To clear cache for the whole device, you can use the method I described (same as in the user guide).

The method in setting works fine. Some third party apps doesn't work. It load cache detail up and delete. but when i searching a cache. It's show the previous cache again. Thanks for your help.
Oh I see, in that case you should go with the built-in option - if that works the best.

Just take a look at that... and have a look at the icons... do any look like each other? Is there a dust sweeper that looks the same as another? Look at all the spaceships... Weeeeeee. Wooooooosh. Super Fast! Super Good!
How many apps have the year "2017" plastered on there....
In that screenshot, there are only 2 that I have installed, and 4 (including installed) that I have tested.
SD Maid - Awesome cleaning for Root, currently installed - this is currently the app on my Z5C freezing or removing the Sony apps that I don't want enabled.. like Software update, Tips, Whats New, and also a few of the Google ones, like Hangouts and GMail.
Malwarebytes - Because I'm in beta.
CCleaner - previously used before SD Maid.
AVG - preinstalled - tested, preferred my own low resource antivirus, uninstalled.
I don't trust any development team with a registered email address with Gmail either... so check that out before downloading an app.
EDIT: I did also test some of the other buckets of **** apps, and compared it's results with some of my hardware diagnositcs (apps and Android SDK) and more than a few were giving bogus results.
EDIT #2: Totally missed Avast there. Avast - Antivirus... again, I preferred my own - mainly because I have multi-device licenses for ESET.
