Hi,
How do you mean it doesn't support theme?
Unfortunately phone pad layout is not longer available in the latest software. I don't have any specific information why.

Why android 4.3 Xperia M can't use Xperia Theme? from this blog sony mobile explains that all android Jelly Bean Xperia can use Xperia Theme so easy.
An XM if you click + on the top-right corner at theme setting just link to download theme apk you can't install those apks
Open Sony select - Choose themes and select the theme you want - Open said theme with Google play then once installed open themes and select the new theme

You must be either unlucky or have an app installed restricting this - What country are you in as this may be a regional restriction
