How windows can be recovered of sony VPCYB15AG model (Y series) ?

I have Y series sony vaio ( VPCYB15AG model) with windows 7 Starter 32-bit. some of its window files has been deleted so its not working now. could u pls guide me to recover the windows.

and can i instal windows 8 into this model ?
