On my Z1 C, I've deleted a file in my Internal Storage and I can't access this storage area using regular undelete programs via USB on a Win7 PC.
Changing the USB connection to Mass Storage Connection (MSC) only allows access to the External Storage (SD Card). Why doesn't the phone allow access to the Internal Storage via MSC?
How else can I get full access to the Internal Storage via USB short of rooting my phone and downloading an undelete app from Play Store?

The internal storage is actually "emulated sdcard" and it isnt exported as raw block device.
The underlying filesystem is internal ext4 shared with the rest of the system. The emulation is created with fuse (userspace filesystem).
Back in the days memory card was exported via usb mass storage, now its gone from most jb+ android versions, and has been replaced with PTP and/or MTP transfer modes.
As such, you no longer get raw block level access to internal storage, and consequently, cant use repair/undelete tools meant for FAT-filesystems.
You are pretty much out of luck without root access and some knowledge about ext filesystem structure and some tools.
