flicker when connected to VGA ? is this a hardware or software problem?

Hi, I'm getting a flickering when I have my VGN-AR71M connected to a HDTV or projector via the VGA port, it's driving me to distraction.

could this be a faulty VGA port or do I need a better VGA cable? it's done it on 2 devices with 2 different cables so I know it's not my other equipment.

Please Help
