Display playing up FZ21Z

When I start my computer the boot screen sometimes comes up with a red background. Occassionally once it reaches the login screen for Vista, the display is not clear initially, with the screen colours being muddled and the colours pulsing, however once I start typing the screen clears and the colours sharpen.

And sometimes it starts perfectly, what is wrong? is it a faulty driver, a bad display or should I be happy that at least once it is running it works?
