topic Broadband download speed in PCs & Accessories

Hello - apologies if this seems a dumb question - but, if you (supposedly) have a 20mb broadband connection, what download speed should you get? I've been using various speedtester sites, and none of them seem to imply that I am getting 20mb - the meter barely reaches 10mb. And I am in dispute with my BB service provider about it !!! Any help greatly appreciated - thanx.
