Depending on the source (i.e. an app) you can't. And btw you shouldn't because you are altering the image stretching or cutting it...

As a purist, I agree with rooob. And your TV may very well fight you if you try to change aspect ratios in many circumstances; but the things it will potentially allow are here:-
